Ok. So here is a clean up of the steps to get Revision to work on non-steam installs.
Step One
Download both the Revision steam installer and the patch

Step Two
Extract both zip files.
Step Three
From the files extracted from the patch, open Content_Patch.wim as an archive and extract all files to the Deus Ex main folder.
Step Four
From the files extracted from the steam installer, open Content_Stock.wim as an archive and extract all files to the Deus Ex main folder.
Step Five
From the files extracted from the steam installer, open Content_Steam.wim as an archive and extract the RevisionDefault.ini from the "system" folder to the Deus Ex/System folder.
Step Six
Copy and rename the DeusEx.exe to Revision.exe and RevisionDefault.ini to Revision.ini
Step Seven
Edit the Revision.ini changing these lines
Paths=..\..\Music\*.umx
Paths=..\..\Sounds\*.uax
Paths=..\..\Textures\*.utx
Paths=..\..\Maps\*.dx
Paths=..\..\System\*.u
to
Paths=..\Music\*.umx
Paths=..\Sounds\*.uax
Paths=..\Textures\*.utx
Paths=..\Maps\*.dx
Paths=..\System\*.u
