Most likely because it doesn't have an attack. It's ICBM is an activated ability that most likely behaves like a general power in which the kills it gets are not assigned to the Topol itself. Just a guess though.

Do you have an options file in \my documents\Command And Conquer Generals Zero Hour Data\ ??. If not that would be the cause, you have to manually make a options.ini file when installing generals on a 64 bit system.

Run the launcher as administrator.

It helps if you go just outside your game directory, go to properties, then advanced then disable indexing for the game directory and all of its subdirectories and files. This helped a lot with me, i dont know if it will help you as much.
