Perhaps it could be an ability for Federation colony ships? If I recall correctly, the Genesis device was at first designed to be used on pre-existing planets and bring life to the dead world it lands on.
So, my idea that I just made up on the spot could be an ability for the Federation colony ship to improve dwarf planets and asteroids by simply giving the asteroid/Dwarf more population room or changing them into new planet types. 'Genesis Class-D' and 'Genesis Asteroid' perhaps?

In addition to forward-facing beam weapons, some cruisers are equipped with point-defense weapons shaped like "eyes" in its lateral sides. These weapons provide retaliatory fire for occasions where the ship is "upright", e.g. during a colony's harvest on the surface of a planet.

I would guess it would have these as weapons but poor ones at that or at the very least they'd just be Anti-Fighter weapons as they are for all intents and and purposes Point-Defence weapons.
