There's a specific extractor called "Gibbed.SpecOpsTheLine.IniEncrypt.exe" google search it. Use it on the spec ops files located within My Documents\My Games\SpecOps-TheLine\SRGame\Config

I wish. Regular battle music is locked away in another encrypted file that I have no hope of unencrypting.
The original mod touches the music of some of the in-game cutscenes, quite a few of the story battles (boss fights, extended battle sequences) and maybe some side missions. Nothing is randomized but everything is looped.
So you will get a decent mixture of original music and modded music, not a complete conversion.
The optional Shenmue version adds traveling music while you're walking through the towns.
Just keep in mind that the mod hasn't been tested thoroughly, keep a backup of the original files.

There is an optional Shenmue Music for Free Roam version currently being uploaded (as seen in the video).
Expect it in the next few hours.

Same here but I admit, I suck at this.
I just got lucky and found some unencrypted files that were easy to read and edit.
With a name like "Improvement project" you would think the mod would do more than just fix a single NPC issue...

Yeah as other people are saying.. the armor isn't having any effect when shot.
The only time the armor seems to be depleted is when you take explosive damage.
He even said "Install to 'My Documents' folder, without the quotes" in the description on this website, just scroll your screen up, find description and click read more
uhm.. the zip file that you open has a "riptide" folder in it
extract riptide to your documents and it may work.
I'm using the steam version of Dead Island Riptide.
He said install the files into my documents.
Even if you don't have the Riptide folder in there, the file you downloaded does so just extract it into the documents
