TSLRCM is required, otherwise you will have a broken install.

I won't be uploading it to the Steam Workshop because of compatibility conflicts. If this mod isn't installed to the RCM Steam Workshop folder(which all mods have to be in order to work with RCM in the first place), then it will conflict heavily with it. And putting it on the Steam Workshop wouldn't allow it to merge with the necessary files from RCM in order to work properly, considering it would just install to its own Workshop folder.
No, not the way the installer is setup. The game would crash at some point after leaving Peragus. Besides, why on earth wouldn't you use TSLRCM? It's praised by Chris Avellone, Lead Designer of TSL, as an essential way to play the game, that none of the content restored in it was ever meant to be cut.

Well, I found out the reason for this error is actually because I had messed up the M4-78 installer, which the item wasn't set for unlimited uses. It'll be fixed in the next update. However, the mod is 100% incompatible with EE.
I'm fairly certain it's because you have another mod installed that conflicts with this one.
