the installation is standalone , you dont have to apply it on SEF.

It's an unfinished feature of Elite Force which is really buggy.

Are you talking about weapon GUI images of the weapons that dont change while selecting them?
This behavior is coming from Elite Force, the "bug" is showing while only using the "All missions" career but doesnt affect loadout by any means.
PS. Believe me , i've played it a lot... some minor bugs are still there but i'm proud to say major ones coming from Elite Force are really gone.

Code from SEF 7.1 set a 2 sec delay between the moment the AI is set as a threat and when they will actually shoot.
It's done to adjust MP for ping issues.
In SP you dont have this problem.

you may find them called as SEF but the version 0.61 is for FR only.
yes it's a "bug" from vanilla game , there is a little yaw movement that invalidates the "zero".

in 0.65 optiwand will no longer be able to mirror under the door , so no more trap penalty.
AI is probably easier to handle cause of the new 2 seconds delay before shooting included by eezstreet in SEF 7.1.
That makes easier SP but in MP is good enough.
i've yet to have a final look at "unlocked equipment" in campaign.
GUI is not "synced" with weapons unlocked for real.
I'll fix that in the future.
are you sure you have checked all the weapons? I have done like double of variations of weapons than SEF.
Try the "All missions" career or the cabinet in the training mission , you will find them there.
low content? jeez... all new weapons got me 1 year of work!
More than new weapons i'll continue to replace old models and create possible new variants.
usually custom maps dont have briefing like the ones coming from the vanilla game.

yes but it may not be fully compatible with all weapons.
some weapon sounds are in the SW_FR file so it surely dont replace all of them.
You can possibly extract the sounds you want from the sound mod and replace them in SW_FR files via SWATED.
MP skins are compatible so you can add whatever you want.
SP skins are fixed , always been like that in Swat 4.
