I'm having the same issue and I don't know what compatibility patch you're referring to...

Best fix I've been able to come up with for the sound skipping bug is to install 2.3 on a fresh portal 2. If you want the 2.4 changes to the reshade ini, you can use the bin folder from the 2.4 file without any of the other folders. Seems to work fine.

I'm pretty sure that preset simply got renamed to DEFAULT, with alternate versions included like less dark.

I would also really like to know where this file is.
