Yeah I kinda see why adding more factions would affect stability considering that the landmass in this mod appears to much larger than in vanilla.

Also if you're looking for more suggestions, here is bit of a list of them that are quite minor.

Naval Units
While this is very insignificant to the gameplay of this mod, I think the descriptions and some names of naval Units are a bit a need of an update as they're essentially the vanilla roster with their descriptions slightly edited. Take for example the Grande Carrack could perhaps be renamed to Galleon as there are multiple mentions of ships being referred to Galleons throughout the games. Here is a link on uesp that sort of gives a basic overview of types of ships found in the games.

Imperial Garrisons in Elsweyr and Black Marsh
Again this is something very minor but I find it a bit interesting. So far the only forts used by the Empire that I could find outside of Cyrodiil, Morrowind and Solstheim within this mods timeframe are Fort Sphinxmoth, located North of Dune in Elsweyr and Fort Swampmoth in Black Marsh. For the latter, there is no source of where it is exactly but I think it likely near Lilmoth considering that it was more heavily influenced by Cyrodiil than other places in Black Marsh. If the forts are added in, I would imagine to them to have small Garrisons.

The War of the Bend'r-mahk
Although I'm not really sure whether this will cause this faction to be overpowered gameplay wise, by the mods timeframe Skyrim still owned most of the territory it gained during the War of Bend'r Mahk including Jehanna, Elinhir and half of Dragonstar(creating a Berlin-esque situation where it could be represented a Noridc fort right next to city) as it still owned them just a year before the Oblivion Crisis according the third edition of the Pocket Guide to the Empire.

I had forgotten to mention that there is a 31 hard coded limit for the number of factions in Medieval 2 Total Warm Given that this mod has only around 23 factions which means that there is still some places left in the files to create new factions if needed.

Given that there are still 9 empty faction slots left, would be it ever possible that in future versions that we may see a faction that only emerges after a revolt such as the Kingdom of the Reach and the Colovian Estates and perhaps a few more factions in locations that are owned by rebels in the current version.

North America
The continent of North America in this timeline will be very similar to our timeline but with a few small changes. The United States of America as like in our timeline is a rapidly rising economic and political power in the stages of global affairs benefiting from the decline of European powers like the UK and France. However the Great Depression will soon hit the U.S in 1929 and has the potential to completely change the U.S forever. Nationalism is rising in Canada from its experaince in WW1 and the decline of British influence over the country however Canada will also have to deal with tense relations with its French speaking population in Quebec, angry over France's defeat in WW1. Mexico has just come out from a decade long civil war between the various political factions of the Mexican Revolution and will struggle to rebuild from the conflict. American influence in Central America and the Caribbean apart from a few European colonial possessions is completely unchallenged with several American interventions into countries like Haiti, Nicaragua and the Dominican Republic.

Given that Germany had suffered an absolutely devastating economic blockade during WW1 and the German 1918 spring offensive suceeds in breaking through the Western Front in this timeline, Germany is completely exhausted both economically, militarily and politically from fighting in the four years of WW1 nulling any slight possibility of an even small German intervention into the civil war.

I apologise for the months long hiatus on my work on my personal version of the Kaiserreich mod. It is because I'm currently working as a developer for the New World Order Mod for Victoria 2 created by simsulla to learn the basic and advanced stuff of modding Victoria 2. The plan for the edited version of the Kaiserreich mod I'm working is to create a unique scenario that is different to the Kaiserreich mod for Hearts of Iron 2 and Darkest Hour, I want to present a more realistic perspective on what if the Central Powers won WW1 but is fun to play as a scenario in Victoria 2. With all the explaining about my activities over the past months since behind me, I could finally explain to the reader of this comment on what I'm planning for the Kaiserreich mod.

Europe
With the victory of the Central Powers in the Great War much has changed in Europe since 1914, Germany is now the dominant power in Europe, it's two old enemies France in the west and Russia in the East are devastated from their humiliating defeat in WW1 and political unrest runs high in both countries, Austria Hungary the old empire of the Hapsburgs is crumbling due to massive manpower losses in WW1 particularly during the Russian Brusilov offensive against them that nearly knocked them out of the war before being saved by Germany, ethnic tensions between the various peoples of its Empire and the death of Franz Joseph I in 1916 who had managed to kept his empire from breaking apart since 1848 and was loved by all the various people of the empire. Due to this Austria Hungary could attempt to federalise itself into the United States of Greater Austria to calm ethnic tensions. The United States of Greater Austria was a proposal, conceived by a group of scholars surrounding Archduke Franz Ferdinand of Austria, that never came to pass. The German led Mitteleuropa now stretches from Belgium in the west to the Ukrainian Hetmanate in the East. However Germany has suffered massive losses of life in the millions and a devastating blockade by the Entente during the Great war, by 1921 Germany is still trying to recover from it making any plans for immediate war seem quite unlikely due to resource constraint. Despite this Germany is still a leading power in industry surpassing its rival the British Empire the old superpower of the 19th century amking it seem likely that the 20th century is the German century however Germany will soon face stiff competition from the rapidly rising United States of America which has greatly expanded its economy, industries and population since the American Civil War ended in 1866. Great Britain on the other hand is slowly fading as a Superpower as other countries like the U.S begin to surpass British industrial and economic output and with nationalist movements appearing in all corners of the Empire and its humiliating defeat in WW1 which suggest the Brtish Empire may not survive the 20th century. The massive loss of life suffered by Italy in WW1 and its defeat in the Great war has greatly raised tensions between the Italian Fascist Party and the Italian government, it appears that Italy is sliding towards civil war. France has fallen to Facism in the aftermath of its defeat in WW1 and Russia now communist is finishing off the last forces of the Russian White Army in the Russian Civil War.

This problem is quite honestly frustrating for me to add more stuff into my personal version of this mod I'm currently working on. Having run the mod on the Validator, there was a heck load of errors ranging from small things like misplaced letters and brackets to Parse errors which are probably causing the mod to crash so much. The Localisation files are a complete mess, it is just an edited version of the normal vanilla Victoria 2 localisation folder. I will try to rearrange the localisation files so it is more easier to mod.

Economy
If you're wondering I am not even going to touch the world economy and industrial parts of this mod for fear that it will completely mess up the ingame economy like what happened in the PDM mod.Not to mention oil is already represented as a replacement for coal in industry in vanilla towards the end game so I think that will do.

Decolonisation
From what I have researched, after WW1 many nationalist groups have their origins in the 1920s the game's start for example the Indonesian nationalist Party was founded in 1927 by Sukarno the future leader of Indonesia.The Indian independence movement has been active since the 1880s however it is only in the 1920s when it started to progress to the movement that created India today.Over time colonial empires will find it increasingly difficult to manage their colonies from the startdate of 1921 as political consciousness starts to rise in the colonies,already by then colonies were beginning to get more of a burden than a asset to countries with colonies.

World War II
Around the late 1930s France would get an event with the option of possibly restoring the entente.This option will trigger events in both Russia/the Soviet Union and Britain(regardless of government type) where they will have the option of joining the the recently rebuilt entente or just refuse the offer entirely which is quite unlikely.Once the Entente i rebuilt France will be confident enough to attack the Germany in the hopes of reclaiming lost lands.The position of the Central Powers in WW2 will almost certainly be a difficult one, The Austro Hungarian Empire a vital ally that significantly helped Germany fight off Russia in WW1 is already collapsing due to rising nationalism and increasing decentralisation in the Empire. If the Austro Hungarian Empire suffers heavy losses during this war some of their autonomous provinces may revolt against them creating a civil war.The Ottoman Empire has been in decline for centuries and rising Arab nationalism in the Empire may prove to be the death of the Sick Man of Europe.It's military would be in a pitiful state, it's military technolgy is behind Europe and it's navy is subject to the whim of the Suez Canal if they were to be blocked form entering into the canal, it would prevent their navy from guarding particularly vulnerable coastal areas from attacks by outside powers such as Britain which could attack an area like Mesopotamia. The Mittleuropa would be Germany's best bets of fending off a Russian invasion, these puppet states like Poland or Ukraine would be supplied by advance German war equipment making them a force to be reckoned with along with a memory of the brutal of the Russian Empire of their lands.

The Collapse of the British Empire
I'm particularly interested in this scenario if it ever does happens perhaps after a revolution resulting from the General Strike of 1926, I think this is what will happen afterwards.
Europe
The home isles of Britain wouldn't change much after the revolution although Ireland could invade or peacefully annex Northern Ireland or Northern Ireland could go as an independent rump state of the old British Government.
Malta would be likely to go as an independent nation while places like Gibraltar will have an option of either being independent increasing the risk of an invasion from a neighboring country which claims that area or let the neighboring country peacefully annexing the area.Cyprus is a special case, it would have 3 options either uniting with Greece or the Ottoman Empire or becoming independent. the 1st and 3rd options are risky as due to historical grievances with Greece, the Ottoman Empire may forcibly invade and forcibly annex Cyprus as Cyprus was given as a gift to Britain by the Ottoman Empire after the Russo Turkish War.

Asia
The Unfederated Malay states may decide to unite Malaysia due to the threat of bankruptcy.India will be largely unchanged with exception of the Princely States which will have an option of either joining India or Pakistan or becoming independent which carries the risk of being invaded by these two countries.
The Maldives will go independent as they were a vassal of the British Empire.

Afirca
West Africa will declare Independence as the National Congress of West Africa was founded in 1919, one of its main aims was to gain self rule from Britain. It will have to deal with ethnic,regional and religious tensions in it's diverse territories. Kenya would go as independent nation since.The Ugandan protectorate would collapse into regional kingdoms like Buganda as they had a reasonable degree of Autonomy under British Rule.For the rest of British Territories I haven't decided their fates yet aside from the Dominions going independent.

I'm working on a new version of the Kaiserreich mod.SO far I added a complete redrawing of the Ottoman Empire,new events for Mexico,several new countries in Africa and Asia like Nigeria and Malaysia.I will try to keep this mod as realistic as possible while maintaining the fun aspect of it.In the future I will implement a lot of things like a event chain for a World War 2 between Germany vs France and the Soviet Union.
