Simply add -dbg to shortcut to run game in developer mode. Then press 'S' in main menu to bring up the CoC debug menu. It has a spawner =)

GC Graphic Card ... in game options look for Spawn Factor Mutants and NPCs

I have same processor 2gb ram and gt 440 1gb and only have stuttering when spawn set to 1 or higher (playing dx8 everything is maxed out except grass) ... i think it's your spawn setting if not it's your GC
