It should be spent in the stabalizatiin of their economy and after that the improvement of their young's education followed by the entertainment of the populace.

A happy nation is a healthy nation.

Though keeping a good military is wise too. Instead of quantity ut should be quality, there are countless examples were a well-armed military took on a larger military.

The US has arguably a quantative military.

The price of just one Tomahawk missile is enough to feed nearly 300 people for 5 years. If the US government directed 25% of their yearly military spending towards humanitarian and civil work, they could feed Africa for well over a decade.

That's also because their those are private companies developing and manufacturing american weapons. If those were state's factories, it would be much cheaper I think.
