Negative , any Improvise Firearm is Illegal, this "pistol" was confiscated by the police in India AFAIK.

From the looks of it:-
The gun can shoot a 12 guage shell , or a 9mm or, a 45. ACP ( though I can't really tell from the 2 bullets)

The Person connects a pipe specific for the caliber he/she wishes to use.
And pulls on the Trigger(?).

I'm guessing the gun can hold only one bullet/shell per shot.
