It looks more like they are preparing to fight off Godzilla.
Most likely, whoever has rights to Godzilla's budget for making movies also has rights to call him to vanquish their foes.

Clearly the power of Kim Jong-un will enable the tanks to drive over water. (Actually that's a very good idea. Convince them that they can do that and then just watch as their armies disappear)
