Can terrorism accomplish anything? Well, we are already discussing it, so apparently there is some result.
They didn't accomplish their aim though.
Not like aid to anti-IS countries will stop, or they get their money.
(FYI: this was a symbolic move, 200 mill dollars is the total aid from USA to anti-IS Muslim coalition members such as UAE etc.)
In the short term, terrorism keeps civilians in line through fear and intimidation. It also causes external powers (if they're targeted) to overreact to what is being said and done. It also makes the organization that's using terrorism to further it's political, religious, and/or ideological cause and make itself seem bigger than it is. In the long term, it defeats itself. Said civilians will be very resentful to the group or organization and will in whatever small way, resist them. Sometimes they'll be up in arms and when an external power attention is added to the picture. Then the facade that terror group X is big and scary, would be wipe away very quickly. You can push someone oh so far but sooner or later they'll punch back.
Carefully, preplannedly executed after responsibly weighed down risks and benefits, anything can accomplish something. Even terrorism. Just those muslim folk aren't the smartest fellas out there.
Terrorism is a tool, gotta use it only when necessary.
(Reading that again, it seems like I said terrorism was a normal thing, don't get me wrong, I'm just approaching it analytically, terrorism is **** and terrorists can straight go to hell. We aren't discussing the ethics anyway.)
Sure they do accomplish tones of things. Like ensuring that the countries they target increase their security and waste billions of dollars on war with them.
Unfortunately for the terrorists it doesn't appear like terrorism accomplishes anything useful for the terrorists.
