Nope.avi. Portal: TFV actually began development before Portal was released. Then, AFTER the releae of Portal and TFV, Valve asked We Create Stuff to use some of their maps for Portal: Still Alive. And then, I believe, after Still Alive never released on PC, the community recreated TFV in the TFV mappack.
how was it being worked on before Portal was released, no one knew that the maps were going to be in .BSP file form, also no one had any of the textures from the game so that is impossible (unless the creators of P:TFV were beta testers for Portal)

The point is that such a thing does not exist as something Valve released.
There IS "Portal: Still Alive" that rips off P:TFVMP but that one is on Xbox 360 Live Arcade so it doesn't count.

He meant the flash game itself, NOT its subsequent mappack remake.
Colossal is right. VALVe asked for permission. Didnt rip-off their map.
