I would have thought it belongs to tails. Its easy to see its some kind of portable computer system although i'm not sure how it might be used ingame. possibly menu interface?

This isn't really relevant to the game, but have you seen the fangame Sonic BGE Anniversary? Will there be a version of SonicGDK that features Boost, Air Boost, Stomp and Grinding?
Boosting, Stomp and I believe airboost is in the SGDK, but as I am aware there are no plans for the SonicGDK to support grinding.
