Tweaks for STALKER Radiophobia 3 V1.11 file

Everything is installed by simply unzipping the preferred plug-in in the main game folder.

The add-on "2D_scopes_fix_16.9" should be put in gamedata>textures>wpn (at least I think so since I haven't tested it) it goes without saying, but if the folders don't exist you should create them manually.
