The Lite version does not come with embedded engine executables! That means that, if you don't have Alexander and BI installed, you can't run any mods that require that engine!

Select a mod, change the wanted startup parameters and launch the mod!
The launcher features a self extracting method to fix the steam issue (where it can't load the mod), and swaps everything back when the game closes, so don't worry for losing any data.
This Launcher requires .NET Framework 3.5 to be installed to work!
Installation:
Just place the launcher in your Rome: Total War root directory and run it. You get an error message when you placed the launcher on the wrong location!
The Launcher searches for the engine, so that should be working properly
