For compilation for android you need:
Java SDK
Android SDK
Android NDK(r10e is recommended)
Also, google had plans to block apps in play market without 64-bit libraries in third quarter of 2019.
Android version of new engine(Xash3D FWGS 0.20+) probably will have 64bit libraries and use Android NDK r19+, but It will break backwards compatibility with all old mod launchers.

Android can't load dlls.
You need compile native libraries for android.
