how to load?
Depends on whether you use NBlood or BloodGDX. For BloodGDX just place it in autoload folder along with upscale pack v2.07. For NBlood place both zip files in the same folder and run the BAT file that's in the zip file for SmoothBlood upscale pack.
how do I use this in Raze?
You can't right now. At some point there'll be a compatible version

I might release an upscale pack 2.08 with Smoothblood 1.1 and proper Raze support. But currently I've been occupied with working on Duke 3D
i was gonna make a comment about how I hope for raze support. but you've already mentioned that. so I just want to say, excellent stuff. Keep up the good work.
Yeah, what surprised me was how quickly Raze added indexed hightile support after I released the Duke ERP.
so what does this do just make it higher res
SmoothBlood makes weapon animations more fluid by adding more frames
This pack upscales SmoothBlood's new frames, so they fit in with the upscale pack (linked in description)
Blood Upscale Pack 2.1 out, so now we need an update for SmooothBlood?

Nope. FS doesn't support hightile definitions. If someone wants to hack the QAVs to display the upscaled weapons they're welcome to though.
