This is a simple recreation of the scientists as they looked in their final beta version, a model which was much more detailed, but for obvious reasons it had a big downgrade.

Well, they compressed the textures because in 1998 graphics weren't that advanced at the time. And the technology was still primitive too.
Actually, from what I read (I don't know if it will be true), HL was going to have an option for advanced textures that was withdrawn, I suppose that because of the same thing you say

I mean, it was going to be those graphics originally, then they were going to be a graphics option and then they just removed them. I don't know if it would be true but if it was, I would have loved to see it.
Those black gloves weren't the intended look, they simply couldn't figure out how to make bodygroups work at the time. I wouldn't call it an upgrade compared to what we got. The only downgrades of the models we got were low res textures, slightly lower polygons and some scaling problems.

Doesn't mean a thing. Concept arts are just idea dumps and the gloves coincidentally matched here. They gave them black gloves because of the Luther variant of the scientists. Because he had black skin the white hands clashed with the model. The gloves were almost like a placeholder while they were finishing the different hand groups.
Something similar happened with the Gearbox hgrunt models. They covered their entire necks because the skin was keep changing to the wrong color.
