Wouldn't it make more sense to have this appear in the wild instead of starting in your inventory. Kind of kills all the fun of finding it.
i don't know how to tie an artifact to a specific anomaly, will make optional ways to obtain it in the future (buy from traders at high price, hide it in the maps etc.)

it's an item in Morrowind that allows you to use the Mark spell
Great idea! There are multiple areas that are a bitch to get to and this will make it nice to at least have a port to them.
