the only thing it does is change the faction select screen relations, and npc stalker relations, for example, normal loners will shoot military, but spawned loner npcs wont shoot the military. Ill still give it some credit cause it brings me nostalgia cause they are ShoC relations, but still, it does not affect in game faction relations...
Here is the problem, you need to remove the "-", for example:
Mercs are -2000 (Enemy) to Bandits, it should be for neutral relations 0, and for friendly relations it should be 2000 or 4000. You also need to change the Actor faction relations.
