This mod adds 22 more high elves to the game, per a user request. The majority are marriage candidates, unique, and are spread across the province. No DLC required.
This mod adds 20 more high elves to the base Skyrim continent. Each of these high elves are unique and are spread throughout the province. Below are a list of each of them and where you might find them (since a few of them wander on the roads):
