This quick little job came about when I saw one or two people talking about how they wanted to enable all the upgrades. Because a) I know next to nothing about modding this game and b) mission scripts scare the living bejeezus out of me, I have decided to form a uni...

Ah yes! I made a thirty second find and replace fix in Notepad++ (praise be to Notepad++!) to the upgrades section of the game. The end result of this bodge is the availability of ALL the upgrades from ALL the gunsmiths.
This mod was made with OWR3 installed, however because OWR3 does not affect mod trees I can say, with reasonable confidence, that this mod will work for any modification that DOES NOT alter any of the 12 upgrade files in the gamedata\configs\misc\upgrade_infos folder as well as stalkers_upgrades_info.ltx as they are both seemingly responsible for mechanics and their mod availability.
So to re-iterate: If your gamedata\configs\misc folder already has an upgrade_infos folder and/or stalkers_upgrades_info, then this mod will need to be merged or it could well crash the game.

Place the upgrade_infos folder in gamedata\configs\misc

I have tested it with the bandit, loner, freedom and Clear Sky mechanics and it worked for all of them. As there are nine other mechanics and I don't have massive amounts of free time, I'd appreciate it if all you happy people could tell me if I missed anything (boo!)
You may or may not need to start a new game. I can't verify this because I always start a new game when I tweak things.
It's a quick hack job almost anyone with some coding knowledge and a bit of time can do. Feel free to use it in your own mod packs, but please give me credit if you do...

This thing works with the offical Arsenal Overhaul 3.1 with hotfix. It was a quick test, but if there was an issue, the game woulda crashed on load...
Also, made a quick tweak to the file just in case. You should be fine, but anything crops up, give the new version a download.

That certainly would fix the broken technicians with their scripts entering a dead-loop state after giving the second grade toolbox to them :D

As i remember it had a similar mod like this for CoP. What the difference ?
i only know change "up_sect_... = true" and it will unlock the upgrade you want(CoP has 4, CoC has 5 for each weapons).
And don't need to start a new game
it's more or less the same actually, there's just a lot more to tweak. Remember, this mod is based on Call of Pripyat so if you know (more or less) how to tweak things in that game then tweaking things in this mod becomes a lot easier.
I made an alternate that actually fixes the tier upgrading problem. 1st tier is always unlocked on every mechanic, 2nd tier unlocked by Gunsmith Toolkit and 3rd tier unlocked by Advanced Gunsmith Toolkit. I can't post links but I did post it on reddit under [CoC+STCSWP] Fixed Toolkits/Mechanics
Pretty cool little mod, which fix the initial tool-box bug ! But i have two remarks :
1 - What's the point of forester if you can fully upgrade your weapons at your own base
2 - The tool-kits should not be so easy to find (you can buy them from your own faction trader!).
Some people don't want to search all 32 zones for tools. We just want quick upgrade.
Or buying it, tbh toolbox is not cheap
Ok, and this add-on gives us the choice, but i also think vanilla COC should not let traders sell tool-kits so easily (except the first one, maybe). After all, it's supposed to be a survival FPS, i think inventory traders are already well-filled with a lot of stuff. But, as you said, it's a matter of choice.

The idea that technicians can upgrade stuffs from the start is quite normal, as CoC is supposed to take place after CoP, and by that time, all technicians either had their toolkits or necessary USB. Why need to find tools?
And stop moaning you survival FPS and Warfare freaks! You want survival? Go blast some bloodsuckers in CoP Misery mod with the last difficulty.
CoC was made to enjoy freeplay, not to torture oneself.
1 - you can keep forester relevant by not upgrading to tier 3 with anyone else. Or not downloading the mod. Either or.
2 - Eh, a lot of people were complaining about how rare it was to find a toolkit to begin with. The shop availability was literally to deal with the complaints. If I did clamp down on the toolkits, it'd be in a separate mod regardless.
This file is ruining the game.

You should add a file that opens up all the upgrade paths for each weapon as well. So you can have a fully upgraded exo suit if you work that hard. Just a suggestion, take it with a grain of salt. In other words though, fantastic job.
Mind clarifying that? Did I miss one of the upgrade trees or what? If you're running vanilla you should be able to go to Tier 3 without a toolkit, unless you mean something along the lines of this mod:

This no longer seems to work for versions 1.26 onwards (I did a reinstall and updated it in order to use the newest AO version).

That's weird...I had to change generic trade myself to get a duty substitute trader in Dark Valley to do my upgrades.

Yes, its a warfare thing, delete the upgrade_infos folder and stalkers_upgrade_infos.ltx and all mechanics then install this over and all mechanics will be able to do tier 3 stuff.

I am using OWR 3 and Warfare but there is an upgrade infos folder. When i copy your mod's files nothing happens. Do i need to restart a new game?
EDIT: I got it working by deleting some lines in stalkers_upgrade_info.ltx but now almost every minute it crashes and says "undhandled exception occurred see log for details."
Is this still supported?

At first i actually thought this mod would allow me to have ALL upgrades instead of just unlocking all upgrade tiers without doing the toolkit quests.

Yeah, when I said not a lot of free time, I meant it.
So! To clarify, I'll have this sucker fixed soon(ish) if not a bit later, mostly because I need to re-install and the patcher likes to take its sweet time going about things and I try to acid test this nonsense with as many mods as possible. The first stage is just to get a base-version going.
@ Manelag, I hope to get an all upgrades availability mod going at some point, but that is a much more complicated affair than this one.
@ Bodyguard, if you had to over-write something when installing this mod, you're gonna have a bad time. Either way, I intend to do this thing for multiple mods so you should find one coming your way, ideally before end of month(free time. I had more of it before this job thing. Then again, I like money.)
@ Zealot K, pre-1.26.and.change, easy enough, just somewhat tedious and more prone to me making a mistake somewhere, which is why I made the decision to just do it as an all-in-one affair, and people who wanted to keep T3 to forester, could just not upgrade to T3 anywhere else. That was my reasoning, and I hope it clears things up for you. Now? I need to poke around the files to make sure the devs didn't change too much, because patch notes might as well be Japanese to me. Wait, the ARE Japanese. Well then.
Can you make it so you can have all upgrades in the tier at once? Like for ex the Exo skeleton can be upgraded by tier 3 to have +10 armor or 10+ Rupture and you could have both of them
