lol but I think its a combination of the perspective and the baggy headwear. The heads are all proportional.

You are right, I suppose both bulk of body armour and headwear are the reason.
Btw, I just noticed they have colored shoulder pads: green-whte and blue-red. Are those supposed to indicate a specific unit?
An interesting thought, although no. The different colored shoulder armor is more of a color pallet choice than rank indicating.
