"What Remains" is a Fallout1/2 total conversion based on the FOnline Engine, using assets of Fallout 1/2. It is a singleplayer game and rather focusses on more linear, deep storytelling, then an open sandbox world. The game will take place in the area of the Great Lakes in the postapocalyptical USA, the years which passed after the great war can be counted on a few hands and toes, so one can assume not much time passed since then. It will be a big part of the game to just survive, try to come by, to be part of this harsh world.

wow this is amazing. New characters like this must take very long to animate.

Animate? Umm... As far as I know, they all use the same animation set.

I was under the impression that making new "models" for fallout requires making every single frame for every animation.

No it doesn't as you can see they're putting in 3d models in a modified FO2 engine. This means they can import their own 3d model animations. No need for frame to frame animation sprites.

This is not FO2 engine! This is FOnline engine which is new one, build by zero. Do not misleading people.

These are 3D models which have same animations as orginal 2d sprites. Check this out Fonline2238.net for more informations about these 3D models.
