MiniMod (based off a generator) that generates a decision (usable by AI) to vassalize any mercenary.
Description
VMM for HIP. See below for exact version information, though it generally shouldn't matter. E.g. I would expect this to work for arbitrary versions of HIP, unless they add or remove mercenaries. Let me know if you run into problems.
