This mod works for Vodyani & Other Empires image - Unlocked Minor Interactions mod for Endless Space 2
Each Minor Faction is classed as either Pacifist, Pragmatist or Warmonger. Allowing the Suzerain actions; Selective Migration (Or Collect Essence Tribute for Vodyani), Development Grants or Train Foreign Corps actions respectively.
