This for those of us who want to fight a real horde in red dragon. This version updates all militia to have 10 cards of vastly increased quantity and also allows them to spawn without vehicles. Please note if spawned with a vehicle they cannot re-enter the vehicle once they exit. Increases availability of all infantry and logistics units by 100%. Increases starting point options up to 16,000 on all non 10v10 maps. Unlocks 10v10 maps. Increases supply of Supply Ships and fob by 10. Increased base activation points for deck to 75. Changed decks to have 18 slots per category. Please note only works for Unspec'd decks and only the first nine display on the screen. If you notice an issue with decks not loading into games correctly please try removing units from the deck unitl the issue is resolved. Wargame was not designed to support such large decks so it does not always work properly. This should work in multiplayer if all players have the mod.

It says in the file description.
There is no etc file in the directory he wants me to put the file in
etc means etcetera. It isn't a literal folder path. Replace the matching folders and files you find in WargameRedDragon/Data/PC with the modded ones
There are none, have you seen the directory yourself? It's just a file filled with random numbered folders. The location in which has NDF_Win.dat files is WargameRedDragon/Data/Wargame/PC, and in there is filled with the same numbered files as the other directory except each one has a NDF_Win.dat file, I've already tried replacing some and launching the game, and I'm getting a pink screen at boot. So I can't just guess.
Find the folder with the largest number (that should indicate the latest game version). Replace the NDF_Win.dat file within that folder.

Place it into the latest folder when sorting by date, but you've already been modifying folders so that won't work. The mod creator said it themselves above in the comments. To reset the date modified for each folder you probably need to reinstall your game.
Dude how about you just do this yourself first, see if your methods you're telling me to do work, and then tell me what to do. This IT whack-a-mole game we're playing isn't really fun on my end.
