You create a folder inside a game folder and put pk3 files from some mod there and then mod will appear in mod list.
Check bottom of included readme file for more infomation about mods.

It seems you aren't fluent with computers at all.
"Game folder" simply refers to the folder where the game is installed, where it stores all of it's files.
I'm guessing you are using desktop shortcut to launch the game, then it that case, right click shortcut, click properties, then on shortcut tab, look for target textbox, which has path of executable file this shortcut is pointing too, which is inside game folder. So you can navigate there using file explorer.
If you have the game on Steam, then find the game in Steam, right click it, click properties, then on local files tab click Browse... button, game folder should pop up in file explorer.
