Possibly silly question: as i understand this mod is mainly about AI improvement - is it only for vanilla YR or can be used along other mods?
It's a full improvement of the game, not just AI. Think of it as an unofficial patch to the vanilla game. The unmodded game was too buggy and unbalanced for me, the potential was there but untapped thus RA2YR Enhanced was born.
As for your question, not that silly, many asking for this but... Mods can change lots of things, some of them rewrite the whole game. The game itself is not mod-friendly actually. Having two mods compatible in these conditions is almost impossible unless the authors work together so the short answer is no.
Are there restrictions regrading the OS? I'm using Windows XP, but cannot install this mod: "The application failed to initialize properly (0x0000135)."
If you can install the requirements specified in the file download description then it should work, even on Windows XP. However, you should update to at least Windows 7 though. I remember going through this step, same system requirements yet nothing looked right at first, but definitely better eventually. Windows 7 is probably the best OS ever.
