Balkan peninsula forces assembled against Yuri and the Allies, thanks to their Soviet allies, they started producing their own Modern Technology. Even though the Allies have joined the Soviets to take up arms against Yuri, Balkans are still not sure about joining. Russia suggested them not to until they've reached an average construction of technology.
