Project Phantom is a total conversion mod for C&C Red Alert 2: Yuri's Revenge powered by Ares DLL & Phobos Engine Extension. A new Allied robotic unit that is considered infantry for gameplay purposes. Capable of planting bombs on enemy infantry & vehicles while staying cloaked and deploying into a small mine that will explode violently if enemy approaches it's vinicity.
Allied? And it can cloak? The concept is interesting enough, yet the cloak capability for a terrestrial unit seems like something more akin to Phantom's tech if I am not mistaken, correct? A thought, might this make for an adequate "stolen technologies" unit?
Lore-wise it's probably more like a camouflage of some sorts. Same goes for Allied & Dominion spy infantry. Gameplay wise it works identically to the stealth technology used by Phantom, as well as submerged naval vessels. Not much I can do about that.
The reason this one needs the cloak in first place is to allow it survive better due to it's close-range weapon. As for the reason spies use cloaking instead of the usual "disguise as enemy infantry" approach, it's because latter is far too easy to detect.

However the idea of it being a "stolen technologies" unit wasn't addressed. I'd be interested in hearing your opinion on that.
It could probably fit yes, if I didn't have entirely different plans for stolen technology in this mod. For starters, there will be no stolen tech infantry. Atleast not within the 9 objects (which consist of varying amounts of ground vehicles, air vehicles and buildings) that make up the stolen tech category in Project Phantom.
