New Vision SDK file

Let's face it; no one else is going to pick up where I've left New Vision off. But, I'd feel bad about just deleting these files now I'm done with them.

These are the necessary files for someone wanting to finish off the rest of the textures I didn't complete. It's also an example of how to compile high resolution textures for Unreal Engine 1 based games that have support for third-party renderers. Though, at this point- that's basically just Rune since Unreal already has a texture update project.
