This is an old version of "Missing Persons - Fixer's Hidden Gems" mod developed by Darkcopse. It only works with pre-2.0 versions of the game, but it's the older more stable version. Version 1.0.10 is currently no longer available on Nexus Mods, as Darkcorpse currently supports only version 2.0.
