Makes system economies much more dynamic and versatile right from the start of the game.
Unlocks all level 1 planetary improvements at game start (except for strategic resource boost).
Added 3rd level to standard improvements.
Raised income of standard improvements:
- Food, Industry, Dust and Science : improvement level * (10 per Population + 10 per Population on planet type)
- Influence: improvement level * 5 per Population
- Strategic resources: 2 and 4
Added 3 new planetary improvements:
- Diplomatic (1 level): +10 system happiness, +2 dust per pop, +2 influence per pop
- Academic (1 level): +5 Hero XP per turn, +2FIDSI
- Military (3 levels): +(level * 100) system defense, +(level * 10%) food to manpower conversion
These new improvements are also available from the start.
The military improvement is upgraded with the tank and plane unlock technologies.
