Update and install notes are in the description. This version is compatible with Medstar's Mod Manager.
Leader Overhaul Mod v1.6.3:
- Includes a large number of balance changes
- Fixes a few bugs
- Somewhat nerfs the AI's cheats
- Does NOT include new units
How to install manually:
*If you are updating from a previous version, delete the previous version before installing.
Download and extract this .rar archive using WinRAR or an equivalent program.
If you are using the Steam version, you may place the "LeaderOverhaulMod v1.6.3" folder anywhere. If you have the windows store version, then you must put it here:
C:\Users\*YourUsername*\AppData\Local\Packages\Microsoft.BulldogThreshold_8wekyb3d8bbwe\LocalState
Open the "LeaderOverhaulMod v1.6.3" folder, then open "ModData" and copy the address/path.
Then, go to:
C:\Users\*YourUsername*\AppData\Local\Halo Wars
Right click, create a .txt file and name it "ModManifest".
Open ModManifest and paste in the address that was copied.
Save ModManifest, and you're done

Follow the instructions given in the description of the Mod Manager
Place the "LeaderOverhaulMod v1.6.3" folder in the "HWDEMods" folder

Change Log:
- Increased Gorgon main attack damage by 25%
- Increased Gorgon special attack damage by 100%
- Changed Gorgon SuperCombine explosion damage to AntiAir, when it previously had no damage modifiers
- Increased Gorgon movement speed by 25%
- Increased Protos Scarab beam damage by 10%
- Increased AOE radius of Shadow death explosions by 40%
- Increased Banshee build time to match hornets
- Reduced Banshee Boost speed from 3x to 2x
- Removed Banshee Dodge upgrade
- Wolverines fire a lot more missiles with each attack, and are much more responsive
- Reduced Elite General Drop cost from 400 to 200
- Increased Elite General movement speed by 80% (matches Elite Honor Guards)
- Changed Elite General damage type from Light to LightArmored
- Increased the amount of XP required for Elite Generals to gain veterancy
- Reduced Rocket Warthog damage by 14%
- Reduced Rocket Warthog's number of rockets per attack from 6 to 4
- Rocket Marines and ODSTs can now attack while moving
- ODSTs are now fully upgraded by default
- ODST Drop now recharges 33% faster
- Removed ODST Snipers
- One SMG ODST now carries an anti-infantry BR instead
- ODST Drop cost increased from 150 to 200
- Fixed an issue that caused Rocket Marines' range to be much lower than intended
- Flame, Gauss, and Rocket warthogs cost increased to 250 from 200
- Flame, Gauss, and Rocket warthogs Pop cost increased to 2 from 1
- Increased Ghost build time by 100%
- Rebel Rocket Infantry updated to match UNSC Rocket marines
- Shotgun Forge was removed from skirmish
- Upgrades for resource buildings and turrets now auto close the menu after beginning to research
- Slightly Increased the range buff granted by the Ranged forms' second upgrade (The max range after the upgrade is now 7% higher)
- Fixed the damage type for Grunt Goblins from light (infantry) to medium (light vehicle)
- Decreased population cost of Carrier Forms from 4 to 2 (1 for each individual Carrier)
- Rocket Marine and Rebel Rocket Infantry smart rockets can now track ground vehicles in addition to air
- Fixed an issue causing Heretic Ghosts to begin with the Ram ability
- Heretic Ghosts' hp bar now properly displays their shield after the Scout Shield upgrade
- Sentinel Beam Elites gain veterancy at a much slower rate
- Brute Chieftains and Holodrones no longer interfere with leader teleporting
- Shotgun Marines now take the proper time to be healed (was instantly)
- Shotgun Marine special attack now properly deals anti infantry damage
- Shotgun Marine special attack damage increased by 135% (not including the added anti infantry multiplier)
- The Rebel Commander no longer has to reload
- Increased Forge's Anvil Round damage by 73%
- Increased Forge's Anvil Round AOE by 66%
- Grunt Deacon's buildings now longer require tech to build (still requires upgrades as usual. This is to prevent deacons from losing their ability to build as a result of losing a temple/reactors)
- Decreased cost of Sniper towers by 100. (From 350 to 250 for base towers, and from 450 to 350 for deacon towers)
- Increased main base Sniper Tower hitpoints by 100%, and increased Deacon Sniper Tower hitpoints by 50% (they now have the same hitpoints)
- Increased projectile velocity for covenant base and shade turrets' plasma attack by 50%
- Increased Brute Chopper projectile speed by 100%
- Fixed an issue that caused some covenant main base infantry to increase in cost after being upgraded
- Increased Anders' repair range by 50%
- Increased Anders' stun duration by 100%
- Increased Tigers' rotation speed by 33%
- Reworked Anders' 2nd and 3rd upgrades
- Fixed an issue that caused Anders' damage buffs from her upgrades to not take effect
- Anders now automatically repairs nearby damaged vehicles and buildings (no upgrade required)
- Fixed Anders' missing repair animation
- Increased Shotgun Spartan's damage by 33%
- Increased Shotgun Spartan's range by 66%
- Increased Sniper Spartan's range by 50%
- Increased Sniper Spartan's damage by 75%
- Sniper Spartans no longer need to reload
- Change damage type for Grenade Launcher Spartans from Leader Power (no damage multipliers) to Explosive (same as most explosives)
- Increased MG Spartan damage by 50%
- Increased SMG Spartan damage by 33%
- Changed damage type for Splaser Spartans from Splaser to Explosive (Previously had strong damage multipliers against all unit types, but is now more specialized against vehicles)
- Increased Covenant Locust Shieldpoints by 50%
- Decreased Covenant Locust cost from 300 to 250
- Decreased Beacon Flood Power Stalk hitpoints by 60%
- Shade Turrets can now be self destructed
- Reduced Rocket Marine build time by 40%
- Sergeant Forge now picks up supplies as fast as other leaders

sesa refumee can't start a deathmatch with the usual 15000 resources, he starts with 800 and without researched technologies in that game mode.

How do i get it to work? its a .rar and i dont know how to get that to work.

Run the installer.
Wait for it to finish.
Right click on the .rar file.
Click on "Extract to ...".
That's how you unzip a rar.
