Back to the Future: Hill Valley is a mod for Grand Theft Auto: Vice City. Back to the Future: Hill Valley will be based on the Back to the Future Trilogy, allowing the player to re-enact all the great moments from the films. While some parts of the story are stretched to make it more enjoyable, we are determined not to stray too far from the original story-line. The people behind this mod want the community to relive the movies and have as much fun in the process as possible. Don't forget, it is using the gta3 renderware engine, which was made like...a decade ago. Euphoria is being developed right now. A decade (or close to) is a really long time and lots of advances have been made. Compare 1990 computers to 2000 computers. Those old 386s with like 100 mhz processors to pentium 4s with like 2-3ghz.

No, I mean why Steven Jobs couldn't make the first PC earlier? So the software engines would be more powerful by now. I saw GTA IV second trailer... Not impressing except for the background world... That is more realistic. Otherwise the graphics are not quite impressive.
