Right click "Grand theft auto Vice city", choose preferances and uncheck "read only". Now try. Read the instructions if it doesn't work.

Try . What operation system do you have? Vista is uncompatible with most of powerful games. That may be the case.

Well fresh files are always better. I recommend copying the whole Vice city folder, to have all the files backed up. Messed up Gta3.img? No problem, just drop it from another game folder, messed up some other file? No problem. I know that DeLorean and KITT have such folders, I do too. Very useful. Especially useful for such persons as DeLorean, who always have a risk of completely messing up the files.

Or you could use nullpointer's instead of gta3audio editor, which is less buggy in my opinion.
