They are not replacing all of the German flags, but only the unburned ones. The burned ones are still the same half burned red flags with swastika. So, how to change them into Russian flags too? Don't worry, I think I know how to do it. ;) I just have found that in the mission "Vendetta" there are some half burned Russian flags and I think that they can be used to replace the German ones. Here are some pictures of them for better explain.
