"A Time for Civilization" is supposed to give a little story on how Gordon Freeman ends up in City 17. Trust us when we say that this is not a cheesy City 16 controlled by the combine, but instead it takes place in a City that was once at peace, along with the rest of the world. Slowly, a faction was rising. A group of "human rebels" were on the rise. The rebellion started in the so called "capital" simply entitled "The Capital", but because the lack of war, many cities including "The Capital" did not have a form of defense ( including City 17 ). However, the rebellion was countered by a group of so called "Peace Keepers." They were, however, not considered a federal armed force, and therefore are ill equiped and greatly outnumbered.
