1. verify the content
2. disable any mods you may have active on the mod kit
if that didn't work, the new game button is suppose to open a map called "ScrapYard"

Some of the switches are ment to work with other switches, some are just ment to throw you off, and some are a part off a puzzle where some need to be on and some off
Yes, there are a few puzzles that are a bit cryptic though.
