what do u mean with Program ? Just Install MP2 and the MaxPayne2Tools and start Modding it , for Modeling , Rigging i use Milkshape 3D .
yeah i use 3dsmax5 too , but not for moddeling or something like that ,
mostly i use 3d max to convert MoCap Animations for MP2
