"I am pleased to announce that there is a Town/City customization mod being made. It allows you to pick a location on a special map and lets you decide what Buildings, Trees, lamps, statues, people, etc. you want to put in that area. This is all being done by your character, and it still doesn't require OBSE. Think of it as "SimCity" for Oblivion. I will try to release some media and a beta as soon as possible.
