The original devoloper deserves a shitload of credit for all the work he's done. He's not going to greenlight any plans without him on them, and he doesn't have the time to do any of them. This is why it's basically at a standstill. Perhaps he will have some more time after his current project at CryTek is done.
Yeah, just start your own lan server (create server button), and in-game type "addbot" in console
Unless your talking about the small server-only patches that didn't alter gameplay at all.

Small progress update because the rest of the team is too busy:
The mod is progressing nicely, and we have just reached a 52'nd stage of alpha testing. Most of the modelling work for buildings on the ants and termites teams are done or near done. Most of the music is done. However, mapping and player modelling is moving slower than it should be, the mod really needs some good modellers to hop on board, and contact the team about lending your talents.
Right now we're working on gameplay, how things will play out, what gamemodes there will be, things like that. The game is playable at a small scale, and is hella fun.
All the fans out there can expect some sort of release before the end of the year.

Hell, it's not like you just press a button and everything is converted to source. Everything would have to be remade.
Don't pay attention to the percentage on the right side of the screen, if it's 60% of what will be in the first release, then most likely the first release will not have wasps. As of right now only ants and termites are implemented, most of the buildings and such are done, modelling is progressing nicely, and mapping is also. Most of the sound work is done. Look forward to this game, most likely this year ;)

The game is far from a stage where the team feels comfortable with a public test. Right now the mod is in early alpha, and only 2 classes are done on each of the 2 teams out of 3 done.

There are reasons they're not bringing it to source.
The coder for the original 2 versions and who took over after Vino left after 2.1 was released, Morfeo, currently works at CryTek, so his time for working on TS is limited. Also, there isn't any money involved in modding, money which the development team kinda need to buy food so they don't die. So they're polishing off the mod and after that they'll probably call it quits. Seriously, if you had a job at the company that made FarCry, why would you be completely remaking a mod for HL2?
It'll end up more like playing Starcraft in the eyes of a Zerg than playing NS with insects.
It's Bumpercars 2 because it's not a straight conversion and many of the player models will be different unless the team gets some modelers.
