Only after the main game. But some of the content might get implemented earlier, like the .45 pistol or the Vault 13 Canteen.

More or less. We set up "Home Plate" systems for player homes though.
We're making almost all assets from scratch. The only thing that we are "porting" from FNV is the audio files for dialogue and music. Those are imported and converted into usable files with a program of our design that we made.
Yes, we will use the F4 modification system.
