SMKJ, could you please tell what's the homepage site of your mod? Because I've tried to visit 20's mod site at MafiaMods but it didn't work and the one you put here is linked to old Mafiaworld modding page about your mod.

To fix the error:
1. Go to Options in Max Payne 2 startup screen
2. Under Video Settings, change both Texture Color Depth and Texture Resolution to High.
This solution has been mentioned in info section of the mod homepage

Once I did, a webmaster. But later he didn't want to make the website like my request, so he quit. Shame isn't it?
