Well, I'm 14 and I spend a lot (meaning most) of my time on my PC. I don't know how to mod as such, but I am a competent web designer. I know (X)HTML, CSS, Javascript, PHP and Perl for making websites and I also know C++, Basic and a little Python. I can model a little and I hope to learn how to skin or code if I have the time. I wonder if anyone will actually read this... Well leave a comment if you do! :D
