I believe that the Chaos Daemons mod was designed to create a faction that was absolute ********, and could wreck any other faction. I don't think the mod author of UA would have implemented them if he didn't mean for them to be unbalanced

I believe the Necron can, not sure if they can in UA but I was abloe to in vanilla DC.
