How do I form the German Confederation? I have everything except "Any owned province (Austria) Either. Is a Austria core or is a The German Empire core or is a colonial state. Please tell me what I am missing or if the decision is broken.

Whenever I play a campaign my units don't have any one in them. Is this a known problem or did I do something wrong?

One of my relatives fought for the Canadian army. This is strange because my family is from Texas and my relatives fought in the Civil War. :)
